The Himachal Pradesh Electricity Regulatory Commission (HPERC), on March 28, 2026, notified the Third Amendment to the Deviation Settlement Mechanism (DSM) Regulations, 2024 under the Electricity Act, 2003.
The amendment revises Volume Limits for Buyers (VLB) under Regulation 7(3):
For buyers with schedule up to 400 MW:
Deviation capped at 20% of DBUY or 40 MW (whichever is lower).
For buyers with schedule above 400 MW:
Tiered limits introduced:
Up to 10% of DBUY or 100 MW (whichever is lower)
Between 10%–15% of DBUY or up to 200 MW
Beyond 15% of DBUY or 200 MW (highest deviation band)
These revised limits aim to strengthen grid discipline and regulate deviations more effectively. The regulations will come into force upon publication in the Himachal Pradesh Official Gazette.
